Project Owner is an entity, a person, or a group, which initiates a project, finances it, arranges and supervises project realization, and benefits from expected project results. It is the primal project stakeholder that needs some problem(s) to be solved with a help of this project, therefore this stakeholder provides sponsorship and a variety of other key services to make sure this work will be successfully accomplished (accepts full authority for the project).
This stakeholder (or in other words the Customer for a project) does the following:
- Identifies and holds a need for a project;
- Establishes the project goals and target benefits;
- Contracts a project out (arranges project performance);
- Assigns (or verifies) the project manager;
- Provides the required resources;
- Verifies and supervises the project results and procedures;
- Approves and controls the project budget, schedule, etc;
- Attends kick-offs and other project meetings to participate in decision-making;
- Reacts proactively on potential risks and issues already occurred;
- Patronizes and champions the project when and where it is required;
