Project Plan is the most important document in a project – it is used to regulate both project execution and project control. A Project Plan documents assumptions and decisions which the whole project is based upon, including approved project scope, cost and schedule baselines. It is also used to identify the project sponsor and facilitate communications among stakeholders – it provides a roadmap which can be used by everyone concerned to control whether they are still on-track with the project completion.
A Project Plan does the following:
- Identifies all of the phases, activities and tasks needed to deliver the project;
- Lists all important project assumptions and constraints (scope, quality, requirements, etc);
- Specifies project deliverables and measurable objectives to be achieved by the project;
- Sets timeframes required to deliver the project (a detailed project planning schedule);
- Defines the project milestones and effort needed to complete the project tasks;
- Identifies and assigns project resources – means and manpower to deliver the project;
- Defines the methods to monitor and control project performance;
- Regulates the project team management – team hierarchy, roles, reporting chains, etc;
