Project Statement is a formal declaration of a proposed project and a recital of its goals and activities at the most basic level. It is a document that presents the project to stakeholders and explains circumstances, events, facts, and actions related to the project and its desired final result. This document aims to declare the project and state about the rationale behind launching project activities.
Project statement is developed and presented to stakeholders at the initiation phase when the project is approved but not started yet. It explains the following key questions:
- What to do by the project: a list of project activities with reference to the desired result of the project
- Why do project activities: an explanation of the problem/need to be addressed by the project
- When to do the project: a rough schedule of project activities
- How to do the project: a description of work with reference to resource estimates and selected implementation approach.
Project statement does not overly emphasize scientific or engineering justification of the project but instead focuses on how the project will be conducted. It is based on the following documents:
- Business Case
- Feasibility Study
- SOW (Statement of Work)
- Resource Estimates.
